does PAL vcr tapes work in NTSC vcr's?

Not if you are thinking of viewing a PAL recording on an NTSC machine. or the other way around.
But if you have a blank tape and want to record on it then it should be no problem since thaey are the same.
Only option is to get a "world" vcr that can handle all tv-systems...at least as far as I know... -
