  1. is there a way to capture high quality pictures, using high quality videos? like if I have a dvd, or any kind of high quality video i want to make pics of it that would look like real photographs, is there a way to do it?

    DVD video might look good for video, but used for stills, it sucks. After all, it's 720x480/576 which is pathetic when digital still cameras have a resolution 10-20 times that.
    As for how to grab images from video, see second sticky from the top in this forum.

    I've used Adobe Premiere 6.5's frame capture to grab some pics from DV-AVI video, and sometimes you can get a decent (not great) photo, and sometimes not. Once you grab the frame, you have to deinterlace it, then resize it to 640 x 480 (I believe that's the size), and then it looks pretty good. Colors definately aren't as brilliant, and you can't blow them up without them getting pretty grainy. I did extensive research and testing on this about a year ago, and never did find a really good solution. So far, my Adobe Premiere 6.5 does as good as anything else that I've found. NASA developed a program that was called PICVIDEO which is a plugin for adobe. I tried the demo, and didn't see that much improvement.
