I have a WinTV2000 card installed in my PC, attached to a cable TV cable. The reception is generally poor (fuzzy picture), but gets significantly better as the channel #'s get higher. Is there any explanation for this? A solution?

Sounds like a weak signal. It could be poor cable quality, cable split too many times, or just bad/faulty connectors.
