    do you want to add them to dvd authoring ? or embed them in the mpeg file (requires re-encoding) ?

    VirtualDubMod + "any" mpeg encoder. (TMPGEnc, CCE, MainConcept & c).
    VirtualDubMod could be replaced with AviSynth.

    AVIDemux is about the only single app that comes to mind capable of doing the job.

    It has two. mpeg2enc and libavcodec. For audio it has twolame and libavcodec (mp2 and AC3).
