I want Toast to encode a dv file to a dual layer disk image. I can't seem to figure out how. There is no Video TS folder, only the dv file. Can Toast do this, or should I use iDVD?

There is a small drop-down menu right above the big red record button. Select "DVD DL."

Actually... the little toggle has nothing to do with the image size... it just recalibrates the space estimation gauge so you can get a sense of how big your project is compared to the target media.
When you adjust the toggle to DL... if it stays in the green, then you know that your disc image is DL sized or smaller.
But that doesn't force it to be a certain size... you can continue to add content and even exceed a DL size if you want and save the disc image to your hard disk.
In the case of video, you can save out a big disc image, and then use Toast to compress it to fit onto single layer. -
It's not the most intuitive method. Changin bitrates, etc could adjust the file size, but there is no feedback in that preference setting. I think compressing the results afterwords is a clumsy way to deal with it on Roxios's part; since we obviously want to put the footage on either a 4.7 G disc or a dual layer. I think the compression, during multiplexing, should be geared toward that end, which is how iDVD does it. Toast app appears quicker at encoding, until you realize you then have to compress it again.

Well... you don't have to compress it again...
The gauge will tell you roughly how big you image is going to be... set the toggle on DVD and as long as it is blue, if you do File > Save As Disc Image, it will save out a single layer disc image. If you set the toggle to DVD DL and as long as it is blue, if you save a disc image, it will save a dual layer or small disc image.
Then when you mount it and burn - no additional compression is needed, unless you mount a DL image and burn to SL media.
Of course, you could also go into the encoding settings and set the bit-rate down as low as you want to fit more onto the disc as you suggest. -
