When I burn my DVD-R's in Dvd Shrink as 'Region-Free', does that mean that I can play it North America, England, China, anywhere with a dvd player that supports dvd-r?

It means it's encoded with all region codes.
Which is totally different from video format, PAL/NTSC -
Yes, it's all region. But it does have to be the same format. If it's NTSC(US), it may not play on a European PAL player, though most of the newer PAL DVD players can accept NTSC. If it's PAL, and you try to play it on a NTSC player, you will have problems as not many NTSC players can play PAL formats.
