  2. You have two options that I can think of, neither is good - you can either stretch it, so everyone looks short and fat, or you can clip bits of the image off, so you lose quality and most likely behead people.

    Is it 1.33, or letterboxed widescreen ? If it is 1.33:1, then what Cobra says, although there is a third option, which is to pillarbox it. Basically resized it to fit in the centre of a 16:9 frame, with anamorphic stretching, but you get bars up the sides.

    If it is a letterbox widescreen (non-anamorphic widescreen), chop 60 pixels off the top and bottom, then resize back to 480 vertical pixels and encode as 16:9 (assumes NTSC source).
