    I have a Few Mpeg-1 Videos (320x240) and converted the audio to 48khz
    to fit on a Dvd when i burn it on a Dvd and play it on the Tv ..it cuts off the Sides and it doesnt happen in the PC monitor
    i searched the Fourm and found out that its called OVERSCAN
    and I need to add Borders to it.

    so what program can help me add the borders ??
    in if there is one without Re-enoceding it would be better

    Can't be done without reencoding, no. I suggest: Live with it. Too much time, too much work, too much quality loss to be worth doing.

    does new Tvs have the Overscan things??

    All TVs do to some extent. I think even LCD/Plasma screens have "artificial" overscan to behave like a CRT TV.
