This is a noble idea.
I'm thinking
DVD-R.
Use CCE 5-pass VBR set the max bitrate to 9megabytes.
Definatly go for two disks, i would glady acept getting up for higher quality. -

Which version of CCE? Any?

Hurrah! Hurrah! The reason I got into this whole "video on the PC" thing was to get a good version of Star Wars that would play in my standalone. Definitely use CCE with 5 passes...that will yeild better quality than TMPGEnc....and definitely put it on two disks...and email me when you are done...I want to see this!

Most likely, it is frames (23.xx fps). Capture at 30fps with at least 480 vertical resolution. You may be able to reverse the 3:2 pulldown with an inverse telecine filter or the like. You will get much better image quality (and better compression too) with 23.xx fps.
I sure would like to see your end results. I have the commercially released VCD trilogy and it looks pretty good, but I've always wanted to make an SVCD from the laserdisc.
Plus, the VCD is not letterboxed (ie widescreen). I'd probably go widescreen but cropped a bit on the sides. That way, it is still widescreen, but fills more of the screen... kind of a half pan&scan half widescreen.
