Burning/video "GURU" help - will I see any improvement in video q

I downloaded 2 avi video files:

1)Video 1 DVDRip XviD AC3 iNT CD1 CiPA.avi (699MB)
Width=720 pixels,Height=304 pixels,Audio Bit rate=448kbps,Video Frame rate=23 frames/sec,Data rate=221 kbps

2)Video 2 Dvdscr Xvid-Done 1.avi (698MB)
Width=592 pixels,Height=320 pixels,Audio Bit rate=448kbps,Video Frame rate=23 frames/sec,Data rate=190 kbps

If I'm to use Nero to burn above two avi files as VCDs vs using Nero Vision 3 to convert/burn them to DVDRs, will I see any difference btw the two, VCD vs DVD?
