  1. Is it possible to resize an avi without re-encoding it? I think I've done it with avisynth once but I can't remember.

    No, you didn't, and no, you cant. You could use avisynth to resize and output to a player at the larger size, however you don't get a save video at the new size. In order to do that, you must re-encode.

    yeah .... yould could do it via AVISynth purely for playback, but it would not alter the file itself.
