i need to automate complex editing operation

I have a movie long 30mins

i need to cut down the whole thing to 10sec clips, and add at the start and at the end of each clip one frame with text which lasts for 3 seconds

i can't figure out how to do it automatically with virtualdub, any sugesstions or other software which can do it

p.s.
when i use the option in virtualdub for splitting a movie into clips per number of frames, the most of the files are corrupted...?

This would be very easy to do with Avisynth. But you have to learn to write scripts for it. If you do learn to use it, it would be well worth your effort.
