Hi, is there anyway to convert an avi file into DVD with different chapters' lengths?

Yes, you will have to use an authoring prog which allows manual chapter creation and then enter in the times for the chapters. GuiforDVDauthor is one.
Some will auto-create based on scene change, I have not used any of these. -
#1) You'll need to convert (i.e., encode) your AVI to MPEG-2. Examples of such programs are TMPGEnc Plus & CCE-Basic (both or which offer free 30-day trials).
#2) You'll need to author your endoced MPEG-2 to DVD format. (e.g., TDA ... which allows you to set up chapters at any point you choose, at constant time intervals, or specific a specific number of chapters which it places at uniform time intervals).
