You can use a standalone desktop unit which copies vhs to dvd. Or, you can use a capture device to capture the vhs tape as an .avi or .mpeg file. If you want to edit, you need to capture to .avi. If no editing is required, you can capture as .mpeg. This will require appropriate hardware and software to accomplish. Either way, you will need to spend around $100.00 total at a minimum. And no, it won't improve the quality, but there are applications which have filters to resolve various issues with the original tape.

For ease of use that ensures at least reasonable to very good quality, a standalone DVD recorder cannot be beaten. The disk can then be copied to a computer for editing or re-author.

A time-base corrector and quality VCR will improve the transfer, info here: http://www.digitalfaq.com/dvdguides/capture/playback.htm
