editing vob files

what software (prefer freeware) can edit vob files, what i want to do is cut a few frames of a vob file, so the short film sequence looks neater, when i say vob files i mean the vob files that are stored in a VIDEO_TS file with ifo and bup files,

ok i have used mpeg2cut2 to edit now i need to join the files. i have tried using tmpgnc but it doesnt do the audio. any other mpeg joiners that i could try
