I have googled my fingers off trying to find this.

I would like to protect the S-Video and mini jack line coming from the Dish Network box and feeding into the Hauppauge card.

The Dish Network box is plugged into a surge protector - as is the video input/output, and the PC is on a good surge protector also.

Don't care about battery back up (The rest of the systems are well protected.) - just want surge/spike protection on those lines.

I know it's not 'fool proof' but I also believe that every little bit may be the difference if the spike is small enough.

So does anyone know where I can locate this product?

If your incoming coax from your dish is grounded, and your computer and receiver are plugged into a properly grounded AC line and both of them are on surge protectors, I can't imagine any way you could get a surge on a S-video cable unless your receiver burns out internally. A surge protector is generally for a AC line, not low level cables.

You might find something like a DC block or some sort of voltage clamping device, but I doubt you find anything 'off the shelf'.

You would be better off with a advanced UPS (Uninterruptable Power Supply) with filtering and voltage regulation. They aren't cheap.

Most common surge protectors are the electronic version of a spark gap. When the voltage is high enough a solid state MOV device 'shorts' out and conducts the surge to ground, usually destroying the MOV device and saving your equipment.

EDIT: Here is some information on MOV and ESD (Electrostatic Discharge) devices. There are some ESD devices that are made for low level signals. This is the manufacturer, but they may be some links to retail devices or companies. http://www.littelfuse.com/metal_oxide_varistor.html
