Is there a program that can convert a 4:3 home movie dvd (vob) into a 16:9 dvd(vob) or vice-versa?Or any kind of video.

You can use the controls of your DVD or of your 16:9 plasma or LCD TV to resize. The result is not always a good one. I guess you have to re-encode the whole videos and there may be a thousand ways to do it. Advanced users prefer AviSynth to do this, some others do it with VirtualDubMod (full processing mode) and yet, some others do it with Vegas (please note that Vegas is expensive and it is not freeware).
One of the ways to achieve what you want is resizing the video in VDMod (use a filter named resize and Lancsoz3) and frameserve it to TMPGEnc, MainConcept, Canopus Procoder (all MPEG2 encoders) or any other video encoder you prefer. If your output is Xvid or Divx, you can render in VirtualDubMod (no need to frameserve).
Best bet would be using AviSynth for cropping and resizing, frameserving the file to VDMod (Fast Recompress Mode > no color space conversion = quality) and encoding there IF your output is Xvid, Divx, DV, Huffyuv, etc. As I have put it, there may be a thousand ways to achieve what you want.
