Trying to get the 24 look

Is there a program out there that can make more scenes on the screen at the same time like on the show 24?

Probaly an editing software, try looking under tools to ur specific app
<-- i.e. (avi2dvd, avi2vcd, vice versa ect. ect. ect.).

The effect is called "split screen".

You'll need a video editing program that can handle 2 or more "tracks" of video at a time.

Adobe Premiere Pro, Ulead Video Studio, there are many. Depends on your wallet.

Look under "Tools" to the left, then under video editing.
