Is it possible to join downloaded MPEG-1s with different framerates together without re-encoding? All other properties of the files are identical but one reports a framerate of 29.97 and the other 30fps. Can they be joined together without losing part of the audio or having any other negative effect?

No.
But I think you just have to patch the header to make them identical and joinable.

Cool. I'm already using MPEG Sequence Maker to patch headers for pixel aspect ratio when they display with the wrong AR. Can you point me in the direction of something that will allow me patch the framerate information?
