Using VCD Easy, I just burned 722MB TaiChi video tracks onto a Maxell 650MB disc (648100) and everything seemed well. How is this possible?
How those CD/DVD discs capacity is really rated? i.e. how much more that I can still write onto this disc?

That's part of the difference between counting AudioCD sectors (2352bytes), VideoCD--and other Mode2Form2 sectors (2334 bytes) and standard Mode1 or M2F1 CDROM data sectors (2048 bytes).
332,800 sectors in Audio CD land = ~746MB
332,800 sectors in VideoCD land = ~741MB
332,800 sectors in CDROM land = ~650MB
IOW, when you burn Audio or VideoCD's, you have more room (time) available, but less error correction (which you probably won't miss).

In short CD-ROM uses part of the disk for error correction so you're limited to 650 MB. Audio CD and Video CD trade some of the error correction space for more storage. -
Mode 2 burns without data check bits allowing a 650MB CD to hold 740MB's and 700MB CD 800MB's. VCD and SVCD use mode 2 to burn. Normal data disks use Mode 1. Mode 1 uses the data check bits,mode 2 does not.

You can always choose to calculate by minutes.
650MB (Mode1) = 74 minutes = 740MB (Mode2).
700MB (Mode1) = 80 minutes = 800MB (Mode2).
Given that on a 700MB (Mode1) CD, 100MB is used for error correction and Mode2 contains inbuilt error correction - the extra 100MB is not necessary. This translates to being able to burn 800MB (700 plus 100 error correction) onto one CD. Assuming the data you're writing contains its own error correction (VCD/SVCD does) you'll be fine.
