A couple of programs to start you off with :

Pgcedit : complete a to z of dvd creation (free)
Muxman : mux's m2v video and ac3 audio into vob (free)
Besweet : convert the audio to ac3 and other formats (free)
Srt2sup : creates genuine sup files for ifoedit (free)
Subtitleworkshop : for all others (free)

    As for that static ?

If you mean if you dont want them to appear in your dvd from the start , thats a job for ifoedit .

Imagetools : burn completed project (requires dvd burning aspi layer)
    Nero's or other .

Dvdauthor is another very straight forward sollution for simple projects to more eleaborate dvd layouts , and burns dvd's (dosent require other tools) .

I would think with the list of tools above , you'll be set to go .

As for those divx files , take a spin in the tool section for tools related to divx with subtitles .

I havent as yet dealt with the extraction of divx related subtitles , but you may beable to locate these online through other sources .

The problem here is they could possibly be part of the video component and not an actual seperate subtitle , in which case , it means a bit more cutting and editing of the file to produce what you want for you project dvd .
