dvd burn with mpeg

How would I take a MPEG 4 v3 and burn it to a DVD back into the DVD format. I have nero but is there a certain way so it creates the best quality and I take it I cant create chapters like when you rip it from a dvd with dvd shrink?

I don't wish to rewrite what's been said countless times here, but you have to convert to DVD-compliant MPEG and then author - See What is DVD? (top left) for the specs. or use an all-in-crap-one tool. You can insert chapters practically wherever you want during the authoring stage.

My recomendation would be to encode to MPEG-2 using TMPGenc and this guide, then author with TMPGEnc DVD Author.

I'd suggest you check out the GUIDES section (to your left), in particular the CONVERT section, and also the AUTHOR section.

Thanks, I used VSO DivxToDVD and it worked great but wonder what I can use to make that start spash screen where I can choose chapters and so on?

That's called a menu, and thats where all-in-crap-one tools are very limited. Feed the VIDEO_TS folder into TMPGEnc DVD Author (free, fully functional 30 day trial), and create your own menu and chapters from there.
