I use S3 Savage 2000 64Mb
and everytime I use TV out, the screen area is always set to 640 by 480 pixels. Is there any way that I can enlarge that to 1024 etc ? is this a hardware thing ? or its depends on the drivers (software) ?

This is done because any standard resolution for a monitor beyond 640x480 would be greater than the resolution of the television (which is 720x480 or 704x480 for NTSC). The next resolution up from 640x480 on a monitor would be 800x600. The ATI fury card used to do the same thing. when you enabled tv out, the monitor itself would flip to 640x480....even if you set the reolution higher, you would only see a 640x480 "window" of the desktop and scrolling to the side, top of bottom of the monitor screen would just slide the window..... my best assumption would be that you can't change this as I have seen it as a limitation on several other cards with video out.
