    Hi,
    The best way I found to convert a PAL DVD to NTSC. Unfortunately, you will not be able to keep the menu's and will have to re-make the menu's.

    Softwares Needed
    DVD Decrypter
    TMPGEnc Xpress
    TMPGEnc AC3 Plugin
    DVD-Lab Pro

    How
    1. Rip the DVD you want to convert from PAL to NTSC using DVD Decrypter. Make sure DVD Decrypter is in file mode.

    2. From the DVD files, delete the menu files, the IFO files, and anything else or any other VOB file that does not contain the main movie because you are only going to need the VOB's with the main movie.

    3. Open up TMPGEnc Xpress and open all the VOB files that contain the movie.

    4. When you go threw the steps, you will get to select an aspect ratio and everything and a frame rate will automatically be determined when you select an NTSC DVD with AC3 Audio. If you want good audio, you will need the TMPGEnc AC3 Plugin otherwise you will have to use MP2 audio. When you are done setting everything up, leave it to encode. (Remember, you can preview what the file is going to look like before you encode, so try changing some settings and than previewing to get the best quality possible). Make sure you set TMPGEnc Xpress to put the file into two seperate streams.



    Where it says Output Stream type, tick ES (Video + Audio) to get seperate streams.

    5. Once it has finished encoding and you have the files needed to author the DVD, open up DVD-Lab Pro to author your movie. I recommend this software to everyone as it is simple to use with advanced futures such as subtitles and motion menu's and everything for those people who want good looking and advanced DVD's. You don't neccessarily have to use DVD-Lab Pro, you can use any authoring software of you choice to author the DVD.

    In TMPGEnc Xpress, the software automatically determines the Video Mode so you don't have to worry about that... but make sure the Size of the video is set to 720 x 480 and the Aspect Ratio is set to 4:3.

    Hope this helps everyone.. if not than I can't do anything else lol ! I am currently trying to find a way to keep the menu in the DVD and still make it NTSC.

    Have you made several conversions this way? Have you checked how smooth the video is during high-motion scenes?

    This is a very simple way. I will try it when I get a chance at home.

    I have actually tried this but not to convert from PAL to NTSC.. but that doesn't really matter because it still converts the same way as TMPGEnc Xpress is a really good high quality video encoder. Remember, to get good audio, you must have the AC3 plugin.
