dvd on cd

just had a strange thought when using dvd decrypter
as you can split the vobs to 1gb (think thats the default) or whatever size you like

would this work

split to 700mb or say 600mb to allow for overheads and burn on to a stack of cds which would then play back as a dvd

dvd mpeg2 is different to svcd(far higher bit rate) isnt it?

or is this just the same as creating a high bit rate svcd
