Well, I've been authoring DVDs by help of this site for about 6 months, and I thought that would be the hard part. Now I realize that I can't pull video off of a DVD. I decrypt it to my hard drive using DVD Decrypter, but I can only burn it. How do I take some video from it and save it as an Mpeg2 file? What would be the best software to use? Presently the main software I use is Adobe Premiere, Adobe Encore, TMPengC, DVD Decrypter, DVD Clone. What would I need to do this?

You can usually use your ripper to extract video parts down to the cell level. You just have to know what "cell" to grab.

I guess the tools you are already having will have this feature for extracting video. DVD Decrypter can extract cells only to VOB. Other wise use DVD Shrink. It will extract your video and make a dvd file structure though.
