I agree with budz, TMPGEnc is one of the best encoder available. Though others like WinAVI Converter, Nero Vision Express are also there. -

I would assume by converter you mean an MPEG encoder, of which there are a number of dedicated tools - TMPGEnc, CCE, Mainconcept, Procoder, Quenc ... and the list goes on. Then on the other side of the coin there's a few all-in-ones that are used by many people here, which you can find for yourself in the tools section. IMO you need to narrow down your question a bit by mentioning typical sources that you'll be working with, so myself and other people here can accurately recommend certain programs that you may find work as well for you as they do for us.
Me, I swear by TMPGEnc Plus to encode and TMPGEnc DVD Author, for the majority of cases. There are times when I'll use other tools for certain jobs, but most of the time the TMPGEnc products work for me. They give the results that I'm happy with, and that's the single-most important thing in video - your software gives you the results YOU require. That's what the "best" software isIf in doubt, Google it. -
On the other side of the coin, I swear by Mainconcept mpeg encoder (or Canopus Procoder) and DVDLab Pro.

No, Mainconcept will encode avi, mpg, and most other formats to DVD compliant mpeg-2 (as well as (S)VCD, mpeg-1, etc.).
If you already have "dvd files" why do you want to re-encode them? Do you mean load the .vob's?
If so, it's NOT a dvd ripper. Use DVD Decrypter in file mode.Cheers, Jim
