DVD Ripper: Mac the Ripper
AVI to VCD: I only do DVD's
Anti-Virus: Don't need it
Anti-Spyware: Don't need it
Defragmenter: Don't need it

DVDRipper: don't rip, it's illegal.
AVI to VCD: Wot's VCD?
A-V: whatever the latest POS free bloatware is floating around.
A-S: whatever I can get off of Kazaa Media.

I like WinXP. I had no problem using Win98 until I started authoring DVD. Then I had to go to XP because the muxing stage always created a >4 gig file. Other than that, you can do it all in Win98.
DVD Ripping: I like Decrypter. You might also look at DVD Shrink.
AVItoVCD I use TMPGenc to encode and VCDeasy to author. It's pretty straight forward.

Best OS: A distro of GNU/Linux, I like Slackware. If you want security go with FreeBSD; BeOS is also very good but not updated anymore.
Best DVD Ripping Program: DVD Shrink; for Linux dvd::rip is very good
Best AVI to VCD: I like tovid for linux... TMPGENC is probably the best windoze app
Best Antivirus: No viruses to worry about in linux
Best Spyware Remover: No spyware in linux
Best Defragmenter: you don't really have to if you run the ext3 filesystem in linux, but fsck works fine if you need to use it.
And also let me mention to those who don't know but many distros of linux are free under the GPL, including Slackware. I'd be happy to help someone set up an install, just let me know.

The best OS to use is whichever one you can get for free (and get away with).
The best ripping program is the one you feel comfortable with using.
The best way to encode AVI to VCD is to take the VCD and use it as a frisbee.
Garibaldi got it right - the best way to defend against virii is to use Linux. Not because Linux is badly supported, but because it contains far, far less of the security holes that virus authors are having such fun with.
Ditto for spyware. Linux spyware is unheard of.
The best disk defragmenter is whatever you feel comfortable using, although Norton software seems to have a way of sapping your computer's performance."It's getting to the point now when I'm with you, I no longer want to have something stuck in my eye..."

Well what works for me.....Not necessarily the best but over the years, this is my setup
OS Win2000, used XP as well and doesn't seem to make that much difference
DVD ripping prog. Easy, DVDDecrypter
AVI -> VCD. Don't do this much, but TMPEnc is the way to go for me
AV software. I use Mcafee on some of my machines and Norton on others. No real preference, both good packages
Spyware, use Spybot and try to run it once a week
Defraging, don't really do it, just refomat my 2nd hard disc when needed. For defraging, when I do my 'housekeeping' I just use win2000's defragger and yes I know its not the best one
In the main.... I use DVDDecrypter to rip, and DVDShrink to compress. With those two tools you can back up 99% of your discs.
Fot AVIs I use TMPEnc and sometimes VirtuaDub.
You didn't ask for the best authoring prog, I use Ulead MovieFactory2. Not great, but I only ever want to wath a film, with no fancy menus. There are better authoring tools around.
Finally, the best beer is San Miguel bottled beer from Tenerife, fecking magic

I find it funny that about everyone is suggesting Winblows when infact all movies are made on Amiga, Silicon GFX Machines, and Macs...
...not PC's.
If you goto ANY print shop, news paper business, tv station, movies studio, etc. You will see Macs...
...or pre-Commodore bankruptcy, you would have seen Amigas.
