You can change the framerate with Virtualdub or with a MPEG encoder, depending on what kind of 'film' you have. A little more info would be helpful.

  3. It will play smoother if you do a 3:3 pulldown (ie, each frame becomes 3 fields) to 29.97 fps.

  5. I don't think you can do this with VirtualDub alone. I've done it with a combination of AVIFrate, VirtualDub and Ulead Media Studio Pro 7:

    1) Use AVIFRATE to change the frame rate of the source file to 19.98. This just changes the frame rate field in the AVI header.

    3) Use VirtualDub to change the frame rate to 59.94: Video -> Frame Rate -> Convert to fps (center box) -> 59.94. The output file will have 3 copies of each frame.

    4) Start MSP7 with the NTSC DVD template. Import the 59.94 fps file. Make sure it's set to interlaced, field order A.

    5) Lie and tell MSP7 that the source is interlaced, field order A: right click on the clip in the timeline, select Media Source Options.

    6) Save as MPEG.

The end result will be a DVD compatible MPEG file with the required 3:3 pulldown.

This procudure doesn't work using Tmpgenc instead of MSP7.

And all of this assumes your 20 fps file isn't choppy to start with.
