is it better 2 encode a avi file 2 ntsc or pal, as my tv can play both ? any advantages or disadvantages of the 2 ?

it's not a matter of which format has better quality. It's more of where u live.
NTSC is a video format used by most appliances that run on 60Hz like in the US while PAL is for appliances that run on 50Hz like those in Europe.
Most video appliances has the capability to play or view in NTSC or PAL, but you select the format depending the AC outlet that power your device. Use NTSC(29.97fps) for 60Hz or PAL(25fps) for 50Hz.
I am not a videdo or AC expert, but I think the above is pretty much the difference between NTSC and PAL.
