Is there any software that can capture movie and then convert it to vcd with good quality. Or is tmpenc the only way????

Firstly you are confusing a few things here. TMPGEnc does not capture - it's a software encoder.
When making DVD's, SVCD's, VCD's etc. you have 2 ways to go about it. To hardware encode or to software encode.
If you encode using hardware, your capture card will capture your audio/video feed and encode it into the standard you require i.e. mpeg1, mpeg2, avi etc. This is often referred to also as real time encoding.
When you have a audio/video file on you pc from another source (DVD,Internet etc.) it has already been captured. You just need to encode it now into the specifications for your end media (i.e. DVD,SVCD,VCD etc.) this is software encoding. TMPGEnc, Panasonic Mpeg Encoder, Cinema Craft Encoder etc.) can do this for you.
