I want to change colour of a mpeg vcd compliant file and then save it without lose of quality. (I want to keep the same quality)
What's the best fast program to do this?

An encoder.
TMPGENC is one.
There is NO SUCH THING as simply "changing" color or whatever. And quality WILL be affected to some degree. An MPEG-1 will be fairly obvious is was re-encoded.
