Rip the stream to your hard drive, then use VideoReDo to edit it, and save again as MPEG-2. It won't reencode the whole video, just the few frames where you cut. Or if the burner creates VOB files, you can inport them directly into TMPGENC DVD Author and use its edit function.

Another solution:
rip your DVD to the pc, then use vobblanker (free) to remove the parts you don't like. It has a preview so it'll be easy to see what and where to cut.
JeanlMenuShrink a free tool to shrink menus into stills with or without audio!
DVDSubEdit: a free tool to modify your subtitles directly inside the vob. -
Which recorder do you have? What are you recording to (DVD-RAM, DVD-+RW, DVD-+R)? With this info I can get back to you.
Many people are confusing DVD burner with DVD recorder.
