  1. I have a *.wmv file I'd like to make into a Video CD. How do I do that?

    http://members.dodo.net.au/~jimmalenko/TMPGEnc1CD.htm can help you to make an XVCD. For a true VCD, you'll need to encode to VCD specs.

  3. Do I just need to convert .wmv to MPEG-1 ?

    Also that program wants you to specify an audio file and a video file and the wmv is audio and video.

    You specify your WMV and it accepts it as the audio and video source automatically. Try the guide for yourself
    If in doubt, Google it.
