I have a *.wmv file I'd like to make into a Video CD. How do I do that?

http://members.dodo.net.au/~jimmalenko/TMPGEnc1CD.htm can help you to make an XVCD. For a true VCD, you'll need to encode to VCD specs.
If in doubt, Google it. -
Do I just need to convert .wmv to MPEG-1 ?
Also that program wants you to specify an audio file and a video file and the wmv is audio and video.
