I have a DVD that I made that is NTSC.
I ran it through DVD decrypter & reburned it to another DVD.
Will this DVD play In Europe??

If they have a dual NTSC/PAL DVD player it will. Otherwise ...no.
If you need to convert it to PAL, you need to change the framerate and the resolution. This can be done easily enough with an editor/authoring app, but it's time-consuming. -

Check out the the DVD player list on the left hand side.
Type in your model and look for - "Multisystem/PAL to NTSC/NTSC to PAL" -
I live in Europe. 95% of DVD players and TV's sold are NTSC compatible. I'd have a hard time finding one that is NOT.
If it were YOU accepting a PAL DVD for play in America....I'd be ALOT more worried. -

You can ALWAYS play a dvd on a DVD-ROM. Since it's home made you SHOULDN'T have any region restrictions.
