I have just created myself a DVD in PAL format from VHS Footage I have captured. A friend of mine in the US is wanting a copy of this disc , but obviously in NTSC format. Is there an easy way I can copy this from PAL to NTSC or do I have to re-encode all the footage again direct to NTSC?

Does his DVD player/TV support PAL? If so, there is no need to convert.
Failing that, you can find the guides here:

Everything here in the US is NTSC, multi-format equipment is almost unheard of here. Probably have to be done in NTSC. It might play but may have audio sync problems if it does.
