It has nothing to do with gangs or turf war. You're thinking of Los Angeles.

It has to do with public decency. If you try that in downtown Chicago, or almost anywhere for that matter, someone will take it upon himself to "clean the neighborhood" ...especially if there are women present.

I know that is a foreign concept to many people ....community decency ...but it still exists in some places

Here the community wouldn't have to take it into there own hands, there would be cops on that like flys on shit. He would be arrested and "fall down" a few times while being processed if it was anywhere in public. God help him if he tried twice. Cops around here have no tolerance for nitwits like that.
