Here try this link http://www.digitalfaq.com/newbiesguide.htm ... As you can see it can be quite a bit. Depends on your needs and budget. At the very minimum you need a capture device.

Leadtek xp2000 expert is a good start. it's cheap and you get everthing you need with it for $50.

  6. I have been doing the exact same thing. First you need a capture card of some kind, preferebly something that captures directly to mpeg2 dvd, not avi (because then you have to convert it to the right format and that takes awhile). I have a digital video creator 150 which I don't think exists anymore, but it does capture to mpeg2 dvd. After you decide on that, here are some essential software links:
    demux at http://www.geocities.com/ted_rossin/tools/Video/Video.html
BeSweet and download the GUI too
    Mpeg2schnitt
    GUI for DVD Author
This is all assuming that you buy a capture card that supports direct mpeg2 capture. Here is the process (I can go into further detail later, just ask)
demux splits your captured mpeg2 stream into a video (m2v) and audio (mp2 or whatever).
BeSweet GUI will convert your audio to mp2 format if it is not already
Mpeg2schnitt will let you take those m2v and mp2 files and cut out the parts that you don't want and make a new file, without rendering!
GUI For DVD Author will let you make the dvd menus and make the dvd files (vob, ifo) in 2 folders: AUDIO_TS and VIDEO_TS. Make a data dvd with your favorite burning software (probably what came with your dvd burner or computer) and put only those 2 folders on it and burn. That's it, 8mm to dvd!
