  1. my vivo graphics card switches back to the default of ntsc_m every boot up and to change it i have to go into a program like windows movie maker to change it to pal_i because there is no way to change it in vdub

is there a way to make the card permanently use pal_i ?

Re-install your drivers and set your default system to PAL - I.
For some reason, when you first did this, you set up your card to NTSC_M

Defaults are usually stored in the registry somewhere. You could
search it for strings associated with your card

There is a spot to change the tuner settings in vdub to pal, click on file/capture avi and then choose video/source and select a video source and choose tuner and click ok,then go back into source and you will see an extra box named tv tuner, thats where the region settings are, then go to capture/preferences and check all the boxes to save your settings.
