I'm copying from DVD-RAM discs to DVD-R using TMPGEnc DVD Author 1.6 and an LG 4120B with A104 firmware. The original RAMs were recorded in SP on a standalone recorder. Is there any way to raise the bitrate on the DVD-R copies higher than it is on the RAMs? Would it make any difference in the quality of the copies if I can?

I hope I'm interpreting your question correctly, so here goes:
The quality is set in stone the first time around. A higher bitrate would only serve as a preservative measure and would not enhance your existing footage. The application of filtering may make a difference, but results vary. I'd leave the footage alone unless it needs to be edited.
