what is the best format(avi,mpeg,,wmv,etc.) for the following conversion

dv>????>dvd

The guides tell you how to do it.I just want to know which format will give the highest quality of video.

Since DVD is MPEG2, then going from DV to MPEG2 will be your best bet. The more you convert the worse the final product will look.

Once the video is in MPEG2 and you have a suitable audio track, all that is left is authoring.
