Hitman,
To be as simplistic as possible, you will need some type of capture device to convert your video that is in the analog realm into digital.
Depending on what you want to do with the final product, you could buy a DVD recorder for around $180.00 and just hook up your VCR to it and capture/burn away.
Or you can get an internal device (PCI card) and hook up the output of the VCR to it and use a software program to edit it, and a CD or DVD burner to make your discs.
Or you can get an external box that goes between your VCR and PC that will convert your video to DV or to USB. Then edit and burn on your PC.
Your question is too general to answer specifics but this is basically what you will need to do.
Edit: and there is an excellent article linked from right here on Videohelp.com on the left side of the screen in the "capture" category. It's on Tomshardware.com. Click on this LINK to see it.Ethernet (n): something used to catch the etherbunny -
Actually, I believe the most important question is "what is your budget?".
for any kind of decent quality, it'll cost over $200 US for the hardware, and then there's the software, tho it is possible to do a reasonable job with mostly freeware. Besides which you'll need a lot of harddrive space as capturing in avi format give the best quality, and that's 13 gig per hour.

Sorry I didnt know that capture meant getting VHS onto computer. My budget is like under $50.
Details:
Windows 98SE
20GB space
256mb RAM
Intel Pentium III E 600MHz
I just want to make some videos of pretty small size but of good quality. I mean maybe 500X500 a very rough guess. -
I sent you a PM, HitmanHearns.

It can be pretty overwhelming but don't give up. If you learn one thing per week you'll be smart enough soon enough.
Lordsmurf/digitalfaq.com is the best place to start. 256 mg RAM is a little lite but if you don't mind slow work, I guess it will work. 20GB hard drive will require you to pay attention to digitalfaq.com recommendations on capture settings. I captured everything on "high quality" for a while and only learned what a waste/headache it was later.
Good luck.
