LONDON, England (CNN) -- British police have charged eight men arrested two weeks ago with terrorism-related offenses....

They are also accused of conspiring to commit public nuisance by "using radioactive materials, toxic gases, chemicals and/or explosives to cause a disruption."

So... using radioactive materials, gases, chems and/or explosives is considered a "public nuisance".
