Ulead DVD workshop and subtitles problems

Anyone knows why ulead dvd worshop is shifting my subtitles, when I import them they look fine, exactly as I imported them, after a few second if I scroll them I see that the times shift throught the whole video by the time you see the last subtitle there are sometimes 3 to 4 seconds off from the original file that was imported. Anyone knows why???

Look at the top of the subtitles file, there is the FPS, change to 29.973 for a NTSC DVD
