Hi ok, i know a fair bit about this but i want a resolution other then reecoding the frame rate of the video.
So i have ntsc film vcd's at 23.976 fps, obviously without the header to telecline it as those only available on svcd's and dvd's. Now i can play ntsc dvds fine on my dvd player (sharp dv-740) to my daewoo tv (50 and 60hz compatable). But when i play these vcd's every 5-10 mins it will lag for about 4 seconds and speed up to get back in sync. On my dvd player ive tried setting it to force playback as ntsc, and pal but still same thing happens but they are obviously fine when played on my pc. Ive converted it to 25fps but it loses quality, such as camera movement, and just genereal picture quality.
So bit of a dilema, i think im moving to usa in a year so i presume that the tvs with auto telecine or telecline (whatever it is) it, but my tv doesnt seem to want to, it needs instructions like on the dvd. Ive looked on my tv settings and nothing to do it. So basically i was wondering if any of these cheap portable vcd, mp3 players you can get on ebay will do the job for me and output it fine to a pal tv, as if it wasnt for these occassions every 5-10 mins the quality is perfect.

If not what do i need, or is there no way around this except having an american tv to convert it to 29fps properly. I presume my tv can play 29fps as it plays ntsc dvds fine, unless the dvd player is converting them to 25fps for the tv.

This is just a limation of VCDs. Unlike with mpeg2, there are no RFF/TFF flags to instruct the dvd player on how to perform the telecine. From what I've read, this means the telecine pattern is rather random and hardware dependant when playing NTSCfilm VCDs. If played on an NTSC setup its really not a problem, but as you've seen, this isn't the case with PAL players/tvs. I don't think an external player will necessarily help either.
