It looks like Waist = narrowest point and Hips = widest point

If you don't ask me why I've got a picture like that , I won't ask you why you want to measure your Hips

In the Navy, we get measured around the waiste. It is considered (for us anyway) at the belly button level. The don't measure hips, so I couldn't help you there. Don't know what is considered "fat" for sure.

When your waist measurement is greater than your height?
Naah ....that would be way beyond just "fat", that would be "is so large he has his own climate"

I used to have a poster of the same diagram, but that's because I had a minor in fashion. Waist is around navel height. Hips are usually measured on women for skirt and dress sizes. Chest may be measured as shown or as a bra size is measured, depending on wether you want a full taylored outfit or a partially taylored outfit. Bra sizes are measured by frimly, but not tight, measuring around the chest and just below the level of the breasts. The distance around below the chest is your measurement. And the difference in distance around the chest vs. under the breast is you cup size.

    Example:
Measurement around the chest = 30"
    Measurement under breast = 34 1/2"

The difference on a half would round up, making the cup size 5". However, cup sizes are listed on an alphabet scale for more convenience.
    1-A; 2-B; 3-C; 4-D; 5-DD; 6-F

This demonstration gives us the lieklyhood that this woman's bra size is a 30DD. Now either this woman had plastic surgery or she's has received a good dowry in her family line. Either way, this would be a nice one to hook up with, unless you have tendonitis. If you have tendonitis, you may blow raspberries with you face between them instead.
