Sometimes when I'm finished backing up a DVD With Rebuilder the size of the final is only 4000mb and this is from a 7.5gb dual layer dvd(Sopranos), is their anyway I can force the program to use the whole 4460 mb? seems like a waste of space to me. Quality could improve some with the extra 450mb.

Here´s some tips I copied from Doom9 DVDRebuilder Forum. Just open up the .ini file in your DVDRebuilder folder and add
CCETargetSectors=2269400
or some other number close to the default (2236400)
Seems to work just fine 4 me, so try it out!
Here´s the text I found on Doom9:
"
* Target Output Size
TargetSectors= nnnn
CCETargetSectors=nnnn
ReJigTargetSectors=nnnn
QuEncTargetSectors=nnnn
Use Sectors, 1 sector = 2Kb.
Example: CCETargetSectors=2236400
As a reference the default for DVD-RB is 2236400 sectors and the maximum for a DVD-5 is 2297888. You should always leave a some room for error.
TargetSectors will be the default for all methods. Other, mode specific target sector settings, will override it when using that mode.
* Minimum and Maximum Bitrates Effects CCE MODE only.
min_bitrate=nnnn
max_bitrate=nnnn
Use Kbps.
Example: max_bitrate=9000
No error checking is done on the numbers so take care. Setting them incorrectly can seriously degrade the quality of the picture. Also note that changing them can cause oversized or undersized output. ""This is true in all walks of life: Man takes care of the quantity, woman the quality." -
By any chance are you using One Pass VBR? If so, you will not be able to get an exact size.

Usually i do use one pass vbr but if I can edit to make the program fill a dvd-5, I'd rather do that.

It's a known problem with OPV, it just does a semi-quick scan of the dvd and sets bitrate of different areas dependent on that scan. But the way it places bitrate is by determining the proper Q, or something to that nature. Therefore, it usually cannot accurately set the final size.
If you want precision in size, turn off OPV. Then use 2 or 3 passes.Blah, blah, blah
