I transfered video from a camcorder to my computer. It says it is in video clip format. How do I put this on dvd? Is this considered authoring?

I reconī that your file on your computer is .avi?!
I use a program called "Sonic Foundry DVD architect". It can import my file direct and then I can design menues and convert it to .vob-files.
No forum, just a program.

"Windows" default description of an .avi in Explorer is, "video clip", so yes, the file you have is an .avi
To get a finished DVD from it, you need to start with the guides on the left.
First Click on DVD under What Is.
Next click on Convert under How To.
Next click on Author under How To.
Each link will provide numerous guides, using different software, to get what you want.
Once you've chosen the guide(s) you wish to follow, download and install the software, lock the door for a few hours, and start learning.Cheers, Jim
