to put mpeg 1 on DVD you just need to author it.
If you use something like TMPGenc DVD Author it will convert the sampling rate of the audio from 44.1 to 48k which is required for DVD.
There is no point reencoding as the quality will not improve.
At a bitrate of 1150 which is standard vcd bitrate you can get over 7 hours on a DVD-R

Or do what I do, Leave the VCD alone, Open in TMPGEnc Plus as ES Audio only, click setting, change to 48 Khz audio, save in the same location, then when you open in TMPGEnc DVD Author drop down to the audio and choose the *.mp2 file and ready to go.

I do it this way so I can convert the audios ahead of time and then when I author, it won't take long to author.

    Cheers
