im lookin for a way to be able to be able to convert tv shows that i watch into vcds. What video card should i get?

Also my friend wants to get one of those things that make your tv screen the monitor so you can watch movies on a monitor. How good are those? can you watch divx and stuff? do you need a good graphics card?
